Institutions are taking on active roles in OpenStreetMap, particularly humanitarian use of OpenStreetMap. The distributed, networked, open structure of OSM poses a challenge to traditionally structured institutions. It should be easier to understand and engage in the OSM community, whether government, academic, or NGO.
State Department Humanitarian Information Unit has taken a lead in this space. But still faces its own challenges of transformation to a more openly functioning entity. It is therefore ideally placed to examine and address this gap.
